Oops, so it did. Apparently, that's the default setting in
Agent ("Western Windows-compatible"). I've now changed it
to "Western, allow Unicode", which should send messages in
us-ascii, ISO-8859-1 or UTF-8, whichever covers the content.
It doesn't say what "kind" of ISO-8859-1 that is, but we'll
soon find out.
