It's based on stroke-count, but not the same as in dictionaries.
Dictionaries are usually NOT ordered by stroke count. They use the
radical as the primary sort key, and stroke-count SANS radical as the
secondary sort key. If there are still clashes (which is often), then
the characters are ordered according to the stroke shape of the first
(or second, third in case of further clashes) stroke.
