meaning of capitalization and italic in phonetc transcription

In an article of Bernard Bloch ("Phonemics" from _Language_ 26 86-125
(1950) reprinted in _Bernard Bloch on Japanese_ (1970)) Bloch uses
apparently capitalization and italics to distinguish between allophones.

As in a list (1970:149):
i [I,i,ĩ]
e [e,ẽ]
a [A,a,ã]
o [O,o,õ]
u [U,u,ũ]
...

and italics for p, t, k, h, b, g, r, ŋ (between [ ]'s).

What is the meaning of capitalization en italics in this context?
