Looking at the reproduction of the article in Joos's *Readings in
Linguistics [I]* (the title, BTW, is not "Phonemics," but "Studies in
Colloquial Japanese IV: Phonemics"), I find on p. [91], the right half
of p. 331, in n. 13, the explanations "Italic letters denote palatalized
sounds" (and a definition of palatalization), and "Capital letters
[actually small caps, with the exception for obvious reasons of O]
denote voiceless vowels."

If the 1970 reprint doesn't include the footnotes, pitch it out the
window; it is useless.
