Of course. They speak with their hands and listen with their eyes.

(Many vocalize, too. Have you ever seen the American TV actress Marlee
Matlin? Her climactic scene almost always involves breaking into speech
for emotional impact -- though she won an Oscar for the movie version of
*Children of a Lesser God*, whose heroine _refuses_ ever to vocalize. On
Broadway the part was taken by Phyllis Froelich; John Rubinstein may
have been the male lead in both the Broadway and movie versions, but
it's been a very long time since I saw them!)
