Your problem lies with Outlook Express. It's terrible at handling UTF-8 (you'll notice the Arabic was messed up in your reply to Lukas' post). Lukas was able to post the Arabic correctly because he used a better newsreader, Mozilla Thunderbird. It is available for free at <http://www.mozilla.org/products/thunderbird/>.

Actually, to be fair, I used Arabic and UTF-8 in Outlook Express long before version 6.0, without any problem at all. Just a question of correct settings. But I can't right now remember where you had to make them.
