Your problem lies with Outlook Express. It's terrible at handling UTF-8 (you'll notice the Arabic was messed up in your reply to Lukas' post). Lukas was able to post the Arabic correctly because he used a better newsreader, Mozilla Thunderbird. It is available for free at <http://www.mozilla.org/products/thunderbird/>.
