In principle yes. The reasoning was not really based on the following
vowel, but much more simply on the assumption that identically constructed
forms are more likely to show the same behaviour, e.g. "birk_ati",
"birk_atk_a", "birk_atek_" , "birk_ato", "birk_atah", ... all the same.
However, "birk_atk_em" and "birk_atk_en" look different in their vowel
pattern, thus the analogy does no longer hold.

But I do even know all the surface forms.

These are indeed three different questions:

1. What are the surface forms?
2. Is there a rule to which the surface formes adhere for remembering them?
3. What is the explanation for the different forms?
