No, he just put it there because he felt like typing some random letters. Sheesh.

I think Bart was referring to the spelling and the pronunciation being two unpredictable things. Buffet being /bufEi/ rather than /b^fIt/ if my ipa is up to it.

It's both. ['bVf @t] means to knock about. "The wind buffeted the debris."

What I liked about it was that it was a direct quote from the part that Lee Sau Dan edited out:
