"By and by" means "eventually." It's used in some other English-based
pidgins and creoles to indicate future tense. I've seen it as "baimbai"
as well.

My guess is plantation foremen, etc., would use "by and by" with the
present tense as a circumlocution to avoid using "will" and "going to,"
which are more complex.
