It is possible, in some regions it's the only way you would say that.
It would be extremely unnatural to use the preterite in Austrian German as
well. So, yes, you'd say "Ich bin im Lokal gesessen". The only form you use
(in Vienna/Austria) - as some fellow writers mentioned - is the preterite
of "sein".
