But not every country or every job requires foreigners to speak
English. A Basler working in Weil am Rhein (DE) or Mulhouse (FR), a
Geneve resident working in France, or a Lugano person working in
Milano (I) could do well without knowing English at all.

You mean Swiss-French? Or the Germanic language Elsässich (Alsacien)?
