If someone told me to meet him "at" the restaurant, I'd expect them to be
looking for me outside the restaurant door (or possibly in the foyer, if it
had one).

For the sentence with "at", I presume (?) a German would have to render its
usual meaning as "Ich wird Sie ausserhalb des Speisehauses begegnen".
