The PDF-file mentioned is 126,836 bytes in size.

That's a 70 seconds download even with an archaic 14k4 modem; with a
more modern 56k modem (which usually only do some 43k in practice)
it's 24 seconds.
Using a slow ADSL connection of 512 kb/s (I downgraded to the cheapest
I could find, then 384 kb/s, but meanwhile upgraded, at the same
price, to 1.5 Mb/s) it's two seconds.
So what on earth are you talking about? 20 minutes is 1200 seconds,
which in this case is 845 bits (not bytes) per second. Are you still
using a 1985 1200 baud modem?

Why? What operating system are you using? All that I have seen in the
last 20+ years except MSDOS were multi-tasking, and even for DOS there
was software already in 1990 to run multiple tasks.
