Language and vocabulary are learned in completely different ways.
Language is a closed, complete system while vocabulary is indefinitely
extensible.

There's also a distinctive variety of New York accent called
"Nuyorican," but it's generally found in monolingual Hispanic-origin
second-generation children and has nothing to do with their parents'
Puerto Rican-Spanish accent.
