Do you actually like languages? If so, why are you ruling out the
Francophone ones?

Presumably the student doesn't understand French well enough, or is not
confident enough, to undertake full-time study in French. That's a pretty
good reason, I'd think. But I'm curious: is there a particular Francophone
Canadian university that you are thinking of and would otherwise recommend?
