But the mainland has strict laws forbidding the use of "non-standard"
characters in public signs and publications. When travelling in
Hangzhou in 1998, I read a news article in a local paper that in some
regions, shops displaying non-standard characters in signs were to be
fined CNY200 per day per character, which is a big amount when
compared to the income level of those people.
I've also read some rules that non-standard characters are allowed for
special purposes, e.g. caligraphy (that may be why the 3 characters
showing the station name of Canton's old (still operating) train
station on top of the station building is still in traditional
characters), education/archival/research. Those books you could find
may be exploiting or abusing the latter rule. Otherwise, the
publisher should been fined and the books would be banned.
Or has anything policy been changed?
