I think so too. The question remains how much of that difference is
actually there acoustically, and how much is in the result that your
brain reconstructs from the sounds, in order to produce understandable
text from what you hear.

I don't think "segue-se o" is typically homophonous with "sexo", because
even if the /g/ is devoiced, the lenis/fortis distinction will normally
remain intact. In addition, vowels tend to be longer before /g/ than before
/k/.
