Well, he's _reading_ from a Teleprompter, and many people,
when reading as opposed to just speaking extemporaneously,
tend to over-enunciate the articles.

Actually it was a paper and not a teleprompter. But you're right,
sometimes people do this. Bush certainly does. But why overenunciate
articles?
Because they're not competent readers, unable to scan a phrase at a
time, and are stopped short by every word break.
