I'd like to know what Languages typical Indian schoolchildren are

Are all trained in Hindi, and if so at what age?
No. Tamilnadu's school boards don't offer Hindi in their curriculum. AFAIK,
Hindi is offered only as a 2nd language, which is taught from 1st grade to
10th grade. A 3rd language, on the other hand, is taught for 2-3 years in
secondary school.
So in Tamilnadu there is training in Hindi (2nd L), but the general
school language is of course not Hindi - did I get that right?
So in General, an average Indian, can he be expected to understand
Hindi and English? And someone with higher education Sanskrit as well?
And the mother tongue is always taught (except maybe for very small
languages)?
