It's easy to see that the tenses are different but to people who can't
use such tenses, will it make sense to consider the time rather than
the tense, uhmm ?
Sorry, but the neurologists haven't yet figured out how the brain works
(and the neurollinguists haven't figured out how language works in the
brain).
If, however, you're asking about the use of tenses (in English or in
general), you'll have to read many, many books on that topic.
