I most assuredly think that Tony knows there's some other country
somewhere up north.

Not to mention it being a reference to Shakespeare's "sceptered isle".

But how could England be equated to the whole isle, either in
Shakespeare's or John something's time?

"Two-thirds of an isle" wouldn't scan.
