"abo.fi" means the Swedish-speaking Åbo Akademi in Turku. According to their library's web page <http://www.abo.fi/library/dbs/>, they DO subscribe to JSTOR.
Otherwise, I don't know... I have library cards good for at least four different Finnish university libraries (Tampere, Jyväskylä, Turku, and Helsinki), but since JSTOR access requires physical presence in the library, it doesn't help much during my research days.
