1) I've already mentioned that a German is likely to prepare his
LaTeX manuscript using iso-8859-1, which LaTeX can handle without
problems.

2) You're being limited by your imaginations. Maybe, you should have
a look at VIQR to learnt that even with ASCII, one can *represent*
diacritics in a useful way.
