I wasn't talking about congenital creaky voices, which I suppose means
they always talk like that and can't easily speak differently. I said
if it happens it most often happens towards the end of a sentence, so
such speakers are also able to speak with a non-creaky voice, and
often do so. So it isn't congenital in their case.
