Yes, the original formulation was a little too restrictive.
The object of "quote" can also be a description of the linguistic
material:
I quoted a couple of lines from an Arabic book.
In this case the source ("original speaker") is introduced by "from".
And this object can be unspecified ("quoted from an Arabic book").
I was going to say that the object of "quote" can't be a quotation (!).
Certainly it doesn't sound good with an indirect quotation:
?*I quoted that language is innate (from Chomsky).
But with a direct quotation it doesn't sound so bad to me now:
?I quoted "To be or not to be" (from Shakespeare).

So the syntactic differences aren't so clear-cut.
Semantically, though: "Quote" is a subset of "say"/"write".
What distinguishes it from other instances of "saying/writing" is that
you are consciously using someone else's words.

Your example of Indirect speech sounds no good perhaps because you use
incorrect grammar that no one really cares much since people do
understand what you actually mean.

That's a good example, well done.
At least three mistakes in one sentence not counting punctuation.

Ross Clark is a pretty name but doesn't seem to fit your nickname in
the email at all

Did you fail to spot his name as one of the three names
in the email, Ben, Liz, and Ross?

I do see one period he made after *mean*.
