Besides, "qu'est-ce qui se passe" and "qu'est-ce qu'il
se passe" are both grammatically kosher (albeit different as to
construction).

Well, I don't get the koshertyness of the
"Que-est-ce-que il se passe" construct, whereas I do with the
"Que-est-ce-qui se passe".

Usual and grammatical are not exactly the same thing.
