鄂 itself is 五各切 which makes 五 initial one of the initials under 疑 or /N/, in Guangyun 廣韻.

Oops, that is, 五 is an initial used in Guangyun, but 鄂 itself isn't used as an initial. 鄂 as the initial in the fanqie for 圾 comes from Jiyun.
