In India, the parity sought is between the lumpen masses and the upper
crust. The Polish masses don't feel that they'll be pegged for country
bumpkins if they call Warsaw Varshava since the Polish intelligensia
too call it that. So, they need no artifice to force their
intelligensia to call it by the same name they use.
