Why does Japan insist that switching to a Japanese name must be a
prerequisite to aquiring Japanese citizenship?

AFAIK that is not the case. It is necessary have a name *written* in
Japanese, but every country I know has a corresponding requirement.

It is, OTOH, widely recommended to adopt a Japanese name, to avoid
complications and discrimination in everyday life.
