From "Skutari", I presume. But then I would expect it to be an _old_
loanword. Or did the place have another name in Turkish earlier, to be replaced by a new loanword relatively recently?

Maybe I'm just making a wrong assumption of how vowel harmony works in Turkish, assuming it to behave as in Finnish: compounds and new loanwords (roughly, those adopted since the latter half of 19th century, often primarily in a written form) may deviate from the harmony, but old loanwords have adapted to it.
