Arabic numerals are actually just as right-to-left as the script: the
Arabic language says six-and-twenty (as do Dutch and German), so it is
in the correct: 26.
so in classical arabic. but in modern arabic it's thousands, hundreds,
units tens.
In English and French etc. the digits _seem_ to be in the right order
because the script's direction _and_ the direction in the language are
reversed. In Dutch and German numerals seem reversed because the
script is reversed, but the languages have it the same as Arabic.
