No. That suggests that most of the non-radical-phonetic characters
that one would encounter are taught in schools in the first few years.

But Colin's rephrasing doesn't mention anything about reason. And
here in this paragraph above, you're trying to explain it.

As mnemonics, they're pretty useful. But the students shouldn't be
misled into believing that that's the origin of the characters.
