Rationale?

If you heard a word and then see it written in English, you have a good
chance of recognizing it even with no context.

I even think that that's exactly the reason why English can live with
that confused spelling system: When anglophones see "plough" the first
time, they probably know one and only one English word that fits that
string. When I read "plough" the first time, I didn't know which of the
10 or so possible readings is an existing English word or not.

Unfortunate example -- on this side of the Pond, it's "plow." (Only two
possible pronunciations, I think.)
