Two people certainly isn't enough for an infant to acquire a language!

Go learn some psycholinguistics.

So what about people who grow up in one speech community, but acquire
another language from immigrant parents (sometimes just one parent, in
a linguistically mixed marriage?), with minimal reinforcement from
other speakers?. Is their speech automatically deficient?

I don't recall ever coming across a description of such a situation in
the literature.
