No, they don't. In Hong Kong, a child can already read newspapers
upon finishing primary school (grade 6). I even started writing
letters in the first year of primary school (grade 1).

Well, I could read a newspaper before my 5th birthday. Now newspapers
aren't that big an issue, because they're not of much interest before
you're ten or so, but denying 6 years of learning is significantly
longer than one year that is customary for average school children in
the West (I think, and with a lower investment of daily hours) is a bit
steep. The repercussions of that fact certainly are worth a bit more of
a discussion.

Maybe Chinese writing could only survive in cultures that value
discipline and hard study as much as the Chinese and Japanese one.
