It's a table of correspondences between the Ugaritic abjad and Colless's reconstruction of the 'picto-proto-alphabet'. If a Ugaritic letter had two elements of the latter corresponding to it, it might be entered twice for that very reason. It has just occurred to me that the 'o' representing the cuneiform letter might actually be the uraeus, so perhaps the text was not intended to read:

and then got incorrectly tidied up. Colless does mention problems with font changes.
This gives the normal complement of 30 Ugaritic characters in 31 lines of correspondences. However, it's rather a large correction to make.
