How about a lack in F1 & F2 contrast between a short and long vowel of
different perceived quality? Considering German has short ü and long ø
with nearly identical F1 & F2, why aren't they perceived as the same
vowel with two lengths? Why are the two vowels perceived as having

I would guess that F3 and even F4 play a role as well.
? F3 is the nasal resonance.
