Mac OS Traditional Chinese is based on the Big-5 encoding. Big-5 is piecewise alphabetical. The 'frequently used characters' are in the range a440 to c67e, and are arranged in a different alphabetical order - by stroke count, with the radical as the first tie-breaker.

The Mac OS Simplified Chinese encoding is based on GB-2312. The first half of the Chinese characters are encoded in order of pinyin transcription, and not by shape at all. The second half are encoded in order of radical and stroke count.

Was Mac Chinese (actually, Japanese came first; you had to install
your Japanese Language Kit before you could install your Chinese
Language Kit) devised before Unicode?

Probably, though I can't find a date for Mac OS Traditional Chinese. Unicode added CJK characters in 1993 (Version 1.1).
