I wonder whether the single <r> and double <ss> in <harass>
has contributed to the modern accent shift.

More likely it was conflated with <harangue> by some speakers,

How?

Hmm. No good parallels come to mind. An alternative suggests
itself. The old noun <'harass> 'harassment', cited as "rare" by the
1903 F&W (hence still in use then) could have generated a transitive
verb <ha'rass> by the analogy of <'produce> (n.), <pro'duce> (v.t.)
and similar doublets. The verb <ha'rass> would have been
paretymologically reinforced by the verb <ha'rangue>, which is
semantically close, and would thus have gained ground over the verb
<'harass>. This of course is not conflation, and I withdraw my
earlier claim.
