It is useless. Most human users use &#x. The Unicode Consortium
seems to prefer using hex. notation (because the codes are shorter in
hex.). I guess the decimal one you see on that page is generated by
programs (e.g. web page editors). The author might have edited the
page directly using a software that supports Chinese characters. He
should have entered those characters using Input Methods, rather than
entering the Unicodes directly.

If you can find the hex. ones, then write a simple program to convert
it to decimal. That's trivial.
If you can't find the decimal table on the web, doesn't that indicate
that most people won't bother with the decimal notation for using
Unicode?
