If you're going to call all of communication "language", why bother with
a separate word?

If language is a car, communication is the traffic, all the cars
moving. Why use two words, car and traffic? because they
denote different things. Why use two words, language and
communication? because they denote different things.

You miss the point of your own metaphor. Traffic is communication, and
cars are just one of the vehicles that contribute to the traffic --
there are also trucks and buses, and trains and planes as well. Many
different ways of contributing.
