Confusingly, it's both that _and_ a collection of groups hosted only on the Google servers and only visible through the Google web interface..

A Google account enables you to sign in and access a large number of
groups, any of which you can apply to join.

Usenet groups are simply there. One doesn't have to "apply" (to whom?) to "join" them. That only applies to Google's own groups.
