Probably not Semitic -- Jerusalem was taken over from the "Jebusites,"
whoever they were, and "Jerusalem" doesn't have a Semitic etymology.
(The vocalization "yerushalaim" is Masoretic and doesn't reflect the
consonantal spelling.)
One may ask, "What are the other possibilities?"
Melchitzedek is mentioned as a Jebusite priest,
and the name translates as "righteous king",
in the time of Abraham. Could the name have
started out as "ha-ir shalom", the city of peace,
and gotten corrupted? I understand that similar
things have been suggested for Carthage.
