Anyway, Labov's discovery does
not surprise me (sociolinguistics being enfolded in my
definition of language from 1974/5). I guess Labov's
effect does not depend on absolute age, but on relative
age, namely reaching social maturity, passing the
treshold of adulthood in a given society, at an age of
almost 25 years among students in the USA, at an
age of perhaps 15 years among nomads in the Sahara.

"Nomads in the Sahara"? That's a good one. You apparently don't know
what "nomad" means.

Anyway, if there were such people, it would be easy enough to test.
