Native Japanese Saying ``Barrel''

The newscast on Radio Japan today had the phrase ``pork barrel''

which had striking similarity to an interview I saved from Mar 5 2002
where a much less proficient guy attacked it three times and the last
time resembles today's.

I hear it as ``barreal.'' What force is doing this?
