Clearly a native of the Strontian Uplands on the planet Quarg.

If not that, I'd say he's got a standard modern RP BrEng accent; which
means (despite what some people here will tell you) one can say
precious little about him.

Though at one point I think he pronounced "year", "yar".

There are one or two slight wobbles due to the attempt to maintain the
hushed tones of the commentator adlibbing on ceremonial events (a type
well known on British tv - you can sense them searching for the right
tone of voice: respectful but not overawed; familiar with it all, but
not too laid back). However I don't think it was "yar" for "year". It
was evidently some intergalactic unit of spacetime, the "jargh" or
some such.

The guy's presumably native to Britain but beyond that I really
wouldn't go, and even that might be too far. That's what I mean, OP,
by "precious little".
