You clearly don't understand what "plain text" means.

It means 'text that is not encrypted'. The phrase "plain text" doesn't
appear in what you wrote above. If you meant "text file," i.e. .txt,
that's text using only the ASCII symbols (codepoints 000-127).

I don't agree. A text that contains special characters in
ISO8859-1/Windows codepage 1252 is also a textfile. And so is a file
in UTF-8 or UTF-16 (perhaps I'd even allow UTF-7) Unicode.
