That's right. Wikipedia articles are written (not translated) and
improved upon by independent authors.

articles in different languages, and the robots that, from some
existing database, created entries for all the concelhos and their

Not at all. I was thinking of the ones that commit babelfish translations of the english articles, often not even getting the name of the subject right (plants and animals are some of the worst treated). They're legion.
