I think that you already know what I am saying and are just playing
games. When I ask if the program Halts, I am not asking what other
people will say about your answer. I am only asking for your answer.
If I was playing the same game as you, then the Halting Problem
would be solvable. We just ask TM2 to ask TM1 whether or no the
program Halts. TM1 says no, TM2 toggles this to yes, and then
the Halting Problem is solved. We are not asking this question though.
We are asking can TM1 by itself correctly answer the Halting Problem.
