we have to explain this over & over, again.
    but, yes, there are apolitical maps
that don't show political borders, but in general
you do have to *represent* any borders, because
it's not neccesarily implied by closest vertices,
as in Dirichlet cells.
   there are no watershed maps without borders,
even though this is just the mathematical curve
where the slope reaches a max.
